The point of the moisturizing lotion is to prevent water loss, so you need to apply it shortly after washing the body.
Keep in mind that you can also exfoliate your lips by using sugar and olive oil. Don’t worry too much about the order you put them on, they will both set into your face in about 15 minutes. It is best to choose a moisturizer without fragrances, because they can dry the skin out.
