Lugia, the cover Pokémon for Silver version—which was released back in 1999—will be returning to Pokémon Go with an exclusive move. Aeroblast is the exclusive move for Lugia and gives the Legendary its best Flying-type option in PVP battles. Trainers will also have a chance to catch a Shiny Lugia.

POKEMON GO LUGIA RAID COUNTERS
Lugia is a Psychic and Flying-type Pokémon making it weak to Dark, Ghost, Electric, Rock and Ice-type attacks.
There are plenty of Pokémon with those attacks, especially when it comes to Mega-Evolved Pokémon. Mega Gengar and Mega Houndoom are great options to take on Lugia in Raids.
Mega Gengar’s Ghost-type attacks and Mega Houndoom’s Dark-type attacks can help take down Lugia as fast as possible. Trainers will have to be wary of Lugia’s charged attacks, as it has moves that can take out both Mega Pokémon.
Lugia’s Future Sight can knock out Mega Gengar, while Hydro Pump can extinguish Mega Houndoom in battle. Some Lugias found in these Raids will also have the fast attack Extrasensory, which could spell trouble for Mega Gengar.
There are also plenty of Electric-type Pokémon in the mobile game that can help trainers in these Raid battles, including plenty of other Legendaries. Here are some viable options to take into battle against Lugia:

POKEMON GO RAID UPDATE
The highlight of this new Raid update in Pokémon Go is Lugia, but there will be plenty of other Pokémon to battle and catch as well. Niantic confirmed on its blog that aside from Lugia, others will be showing up in raids, including Ivysaur, Pinsir, Snorlax and Golurk.
Raids will shift starting Thursday, November 5, at 4 p.m. EDT and ending Monday, November 16, at 4 p.m. EDT.
