Seething over that “nonchalant attitude,” State counterterrorism officials say U.S. policy is to strike back at states responsible for terrorism. American jets attacked Libya, for example, for its part in the 1986 Berlin disco bombing that killed two U.S. servicemen. But White House sources caution that most information on the Bush assassination plot comes from the Kuwaitis. They say FBI and CIA officers are now in Kuwait checking its reliability. Says a top White House aide: “We need to corroborate this stuff before we jump the gun and do something crazy.”
